Why do Americans think it is fair that if a American man has sex in Mexico, a US court could order him to pay?

Why do Americans think it is fair that if a American man has sex in Mexico, a US court could order him to pay child support, but he has no rights in Mexico, if the mother does not want him to have any? Basically in Mexico, there is no point in filing for custody and visitation rights, if the mother does not want him to have any, which is what most lawyers would say. This is because it can’t be enforced in Mexico.
